The filmmakers used what they already had available
Story
After being resurrected by a sinister creature, Art the Clown returns to the mundane town of Miles County, where he targets a teenage girl and her younger brother on Halloween night. Scenes depicted in “Terror”; Haunted House was filmed at a real haunted house called the Fright Factory in Philadelphia, Pennsylvania. Art’s favorite acid is fluoroantimonic acid, which he has in a clear glass bottle. It’s a super acid that can even dissolve glass..
Art the Clown:
There’s an average scene in a mental hospital with Chris Jericho as guard Alan Burke and Leah Voysey as nurse .. German DVDs by Tiberius Film and Blu-ray releases are cut approx. three minutes to verify "Not under 18" rating (this was necessary because guidelines for video releases are stricter than theatrical releases). Basically every violent scene was cut to tone down the violence.

The Equalizer (Not Alone) Written by Tim McEwan and Performed by The MidnightCourtesy of BMG Platinum Songs U.S. (BMI). In Miles County, Art the Clown (David Howard Thornton) mysteriously comes to life in a morgue and kills a coroner (Cory DuVal) at the start of his crime spree on Halloween night.
is a gruesome and silly slasher, a sequel to “Terror” with incredible hype
Art and his partner The Little Pale Girl (Amelie McLain) chase teenagers Sienna (Lauren LaVera) and her brother Jonathan (Elliott Fullam). The gibberish plot again gives no explanation as to who Art the Clown is, how he was brought back to life, or why he is a serial killer. It is limited to audiences who like bloody, violent and brutal murders without any explanation. In the middle of the credits, there is a final nasty scene, indicating that a sequel is coming.
My vote is five
